Log:
Ported r2731 from the 1.2 line.

The command used was:
svn merge -r2730:2731 svn+ssh://bugman@xxxxxxxxxxx/svn/relax/1.2

This updates the release checklist file.  The freshmeat announcment has been 
added and the point
about the changes file has been moved.
