Ported the CHANGES file for relax version 1.2.15 to the 1.3 line.

This was obviously forgotten when the release was made.

The command used was:
svn merge -r8033:8034 svn+ssh://bugman@xxxxxxxxxxx/svn/relax/tags/1.2.15 .
