  Changed the behaviour of the arg_check module so that the functions can 
return answers.
  
  The raise_error flag is now accepted by all is_*() functions.  If this is 
False, then the functions
  will return either True or False, answering the question.  This should 
allow the functions to be
  used more extensively.

  This now will return the answer rather than raising a RelaxError.
