Formatting improvements for the user function chapter of the HTML manual.

This is for 
http://www.nmr-relax.com/manual/Alphabetical_listing_user_functions.html.  
This will
hopefully fix the horrible formatting whereby all text is wrapped in the HTML 
tags <SMALL
