Log:
Started using the new way of constructing dw.
This is for running system tests.
Note, somewhere in the dw array, the frequencies will be different between
the two implementations.
But apparently, this does not matter.
Task #7807 (https://gna.org/task/index.php?7807): Speed-up of dispersion
models for Clustered analysis.
